AIRAC date 25 JAN 2024 – Cancellation of lower ATS routes J21/J23 and decommissioning of DVORs SNU/STO

1.1. This AIC provides advance notification to airspace users in respect of the implementation of the commission implementing regulation
(EU) 2018/1048 laying down airspace usage requirements and operating procedures concerning performance-based navigation (also
known as PBN IR).
1.2. The provision of air traffic management / air navigation services (ATM/ANS) using performance-based navigation (PBN) can bring
safety, capacity and efficiency benefits through the optimization of the air traffic services route structure and instrument approach
procedures. In order to achieve those benefits and improve the performance of the European air traffic management network,
harmonized airspace usage requirements and operating procedures concerning PBN should be provided.
Implementation of PBN in Europe
2.1. The European Union member states have supported a recommendation to implement harmonized airspace usage requirements and
operating procedures concerning PBN.
2.2. Detailed information on those requirements are laid down in the commission implementing regulation (EU) 2018/1048 and the PCP
(Pilot Common Project) Implementing Regulation (EU) 716/2014.
Implementation of PBN in Austria
3.1.1. Austria has elected to implement Performance-based Navigation (PBN) applications within the national airspace according to the
above-mentioned implementing regulations. The national Service Provider has therefore been tasked to develop an airspace
strategy which will meet these high-level goals.
3.1.2. This AIC provides a preview of some key changes that have impact on airspace users and shall help these users to prepare well
ahead to the planned changes.
3.2. The following non-exhaustive list gives an overview on the most relevant changes to be expected with AIRAC date 25 JAN 2024:
1) Lower ATS routes J21 and J23 (REF AIP Austria, ENR 3.1 and ENR 6.1) will be cancelled.
2) DVOR SNU (REF AIP Austria, GEN 2.5, ENR 4.1 and LOWW AD 2) will be removed.
3) DVOR STO (REF AIP Austria, GEN 2.5, ENR 4.1 and LOWW AD 2) will be removed.
4) Mandatory aircraft compliance to the RNAV 5 navigation specification (EASA CS-ACNS / ICAO DOC 9613) within the FIR Wien
for all aircraft operating under Instrument Flight Rules (IFR) (presently only above 9500 FT AMSL according AIP Austria, GEN
Note: DME stations presently co-located with DVORs SNU/STO will NOT be removed but remain operational.

It is recommended that:
4.1. Airspace users note the date mentioned above and prepare for the changes in the Austrian national airspace.
